2.3. In November 2017, the AFC shall publish the 2017 AFC Club Competitions Ranking.
2.3.1. The MAs ranked 1-12 in each geographic ranking (cf Article 4) are eligible to
participate in the ACL in the 2019 and 2020 seasons.
「2017年11月のランキングで2019年2020年のACL出場枠を決定する」
と書かれています。
November 2018の誤記じゃないか？という質問には、

11月の代表の試合と、ACL決勝2nd legの結果を反映させます。（つまり2017年11月の最終的な数字です）
韓国 7.055 + 80.424 = 87.479
中国 7.030 + 79.640 = 86.670
日本 7.807 + 75.657 = 83.464
よって、2019年・2020年のACLはストレートイン2＋プレイオフ2に確定しました。
（ストレートインはJ1と天皇杯の優勝）
